The Standard profile contains user.role.administrator.yml, which provides the Administrator role.
If you don't use the standard profile, you may want to reconfigure the Administrator role that contains all permissions automatically.
See the is_admin property in Role.php.
You can set this in the default config file, or via drush:
drush cset user.role.administrator is_admin true
